At the Xenora Summit, all Alphas and pack leaders were all gathered at the Great Hall to discuss some pressing issues affecting Xenora. All Alphas and pack leaders were expected to be in attendance but Thomas was nowhere to be found neither was Palmer his successor.
Shortly after everyone was assembled, the General walked in with his assistants. He then proceeded to his seat. After settling down, he signalled that the meeting should start.
The chief counselor Joe then started by addressing everyone who was present.
" Good day to you all. You are all welcomed to this year's edition of the annual summit. I assume we all know the reason we're gathered here today.
So without further ado, let's get into it".
"In recent times, we have been experiencing some forms of internal conflicts. Some unexplained events have being taking place with no one claiming responsibility.For instance the attack on the Rego Defense unit in which alot of equipments were destroyed and many were injured and no one has since claimed responsibility. This has became a thing of major concern. Hence, the urgency of this summit so we can all put heads together and get a lasting solution to this issue".
Shortly after the counselor's presentation, one of the participants, Alpha Joe rose up to contribute his idea.
"Good day my fellow comrades, it is now clear to us that we are up against a force we know nothing about. It has been really hard to track these guys".He said while looking around to see the reaction of the others present in the room.
He then continued," My suggestion on this matter is this, since all packs have their defense institute I would suggest that each unit beef up their security apparatus and explore every technological medium we can use to enable us track down and catch these guys. Thank you". He concluded and took his seat.
Not long after Joe ended his speech, did Palmer walk right into the hall. While he made his way to his seat, all eyes were fixed on him, some people were also murmuring wondering who he was.
The General curious to know who the stranger was asked", Young Man,can you identify yourself and what you're doing here".
Palmer then stood up to introduce himself. "Good morning everyone, My name is Palmer, the new leader of the Rogue packs, Thomas's successor".
The General who was looking confused by his reply then asked, "Are you saying that Thomas is dead? How is that possible ?"
Palmer replied "He died as a result of the injury complications he had from the war. But before he passed on he handed over the mantle of leadership to me".
"We were not able to pass over this information quickly due to time constraints. I also apologize for my lateness this was due to the difficulties of making a journey from the outlands to this place.
Thanks for your understanding".
The General then signalled him to have his seat. Then the proceedings continued.

While the proceedings were going on, there was something else happening but the leaders were unaware due to the urgency of the matter at hand.
Some rogues were on rampage attacking the province of Al-Anon. This location was in close proximity to the Great Hall where the leaders were all gathered. They went straight to the vault and it was really obvious that they were after something but no one knew exactly what it was.
They infiltrated the tight defense of the area and headed straight to the vault undetected but unknown to them they had missed something; they forgot the camouflage lasers and immediately they stepped into the room they triggered the alarm. Their cover had been blown what were they going to do?

Back at the Great Hall, the leaders were all brainstorming on various ideas to successfully uncover who the perpetrators of these attacks were and their sponsors.
Alpha Curry stood up to give his suggestion, "Good day, my fellow associates and leaders. Permit me to offer my suggestion, in view of this threat we're facing it is very clear that our defense manpower has been greatly overstretched leaving some other parts unprotected".
"This is the loop hole that these unknown assailants have exploited and we're going to pay dearly for it if nothing is done quickly. Now, what I would suggest is that every first Male child who has reached the age 20 years should be recruited into the defense institute. This I know will help to boost our defense manpower".
After rendering his suggestion, Alot of people applauded the idea saying it was a good one, but despite that there was still some opposition to the idea. Many who were against the idea said that it wasn't the best considering those who might have only one child or just a male child. This led to a heated argument which prompted the General to step in and give his verdict on the suggestion.
The counselor the rang the bell to restore order to the hall. The General then cleared his throat and then proceeded to speak.
" Having considered the idea presented by Alpha Curry, I see as one of the best ideas suggested so far. This will help each provinces to effectively secure their borders. As for those who have only a male child or just a child we will make some provisions to ensure their safety".
He then continued, " On this day, I pass it into law that; Every first male child who is up to the age 22 should enrolled into the defense institute of their various provinces and are to serve for 3 years and are allowed to continue if they so wish".
After making the declaration,he hit the gavel on the wooden pad to confirm it. This brought the meeting to an end although the final decision was a laudable idea, some people were still not happy about it but they had no choice but to accept it.
But through all these, the leaders had no idea what was coming and wasn't going to be good
