Jarvis's capability is indeed strong, able to easily lock onto any mobile phone's signal location, even those of older models. However, not all zombies have mobile phones.

After resting briefly for two minutes, Ray and Jarvis confirmed the positions of the remaining two zombies that could be detected by their signals and walked towards that area.
