Here are Bounties indicating the star level:
0 Stars (1-9 Million Gols): No threat.
1 Star (10 Million - 100 Million Gols: Potential threat.
2 Stars (101 Million - 300 Million Gols): Threat to low ranking ranking nations.
3 Stars (301 Million - 600 Million Gols) Threat to Mid ranking nations.
4 Stars (601 Million Gols - 10 Billion Gols) Threat to multiple large nations.
5 Stars (11 Billion - >>>) Threat to the whole world.
