Chapter 39 - Corruption problem

"Comrade Kosygin, we now know the current situation, shall we know your plan for war and peace?"

"Absolutely comrade, well, if the war continues, my plan is easy, we will do as our script during the war said, all resources will be invested in the war first. We will slowly decrease the factory that produces consumer goods, and convert them into military factories. However, this plan can mostly last for 3 years, the more men conscripted, the less food can be produced."

The time of 3 years in Kosygin state, again gives many people here hope.

"Comrade Secretary, perhaps we should just take this advice, I have confidence, that our war with the orcs can end in a year. Yes, there might be heavy casualties if we want to end the war fast, but all these sacrifices are necessary, their sacrifice has been exchanged for the motherland's great honour, making them all the kingdom, empire or whatever here not dare to resist us. By that time, whatever we lack, we can just get from them."

For them, this will not even be a problem, they enjoy all types of privileges, and of course, they will not worry about the food crisis. Similar to soldiers' lives, it seems like the soldiers died and sacrifice is the best way for them to get merit, no matter how many of them die.

"Comrade Secretary, why don't we listen for the second plan first before we decide which plan to use? And you, fucking idiot, how do you make sure that the war will end in one year, with your life? What if the human kingdom in the south launched an attack on us if they saw two superpowers were easily eliminated by us? Why would you think that all these disgusting creatures who can transfer the whole union here are as weak as you think, and do not have hidden mass destructive weapons that we have never seen."

By this time Gerasimov also join the argument with the general. He is tired of all this bullshit.

"That is because they would use it if they had! If they did not use it, it means they don't have."

"Yeah, the undead did not use that big canon that can instantly convert our soldiers to zombies at the beginning of our assault because they don't have it."

Seeing that the meeting room was about to quarrel again, Brezhnev slapped the table loudly.

"Enough! Do you guys still remember I am here? I am the Supreme Leader of the Union, where did your respect go? You guys are the high-rank officers of the country, why are you guys making this like the vendor's bargain? Kosygin, continue your second plan."

"Alright Comrade Secretary. For the second plan, which is if we can achieve peace, I will first allocate a proportion of factories to turn to produce agriculture mechanic equipment, for the opportunity cost, the army may receive less BTR and BMP. And for the second step, if we can achieve at least two years of peace, we will launch a campaign on developing the Ural, Siberia, Ukraine and also our new territory the Land of Plain. If we can't achieve peace for two years, then we will only be focused on developing the Land of Plain with the help of our army."

"Of course, this will also be a revolution in the industry, to increase efficiency, we might try to develop a new type of farming system. I have checked on the results of our scientific research, and many technologies that were invented did not apply to our industry."

"The primary objective of this campaign is obvious, increasing the production of our food, most importantly we will need to achieve food self-efficiency. By that time, no matter how long the war is going to be, we can make sure the army has always enough food to eat. Comrade secretary, I have finished my word."

Kosygin finishes his word, but no one dares to speak, worry causing another quarrel again. Brezhnev seeing no one want to say their opinion, pointed Ustinov.

"Comrade Ustinov, you are defence ministry, Kosygin is now planning to take some of your factories to produce agriculture equipment again, don't you have any complaints or comments?"

Ustinov smiled and said,

"I only served for the Red Army, deciding to produce which equipment for them, for them to defeat the enemies better. As for now, their current weapons are enough to stop the enemy attacks, but not enough to launch an assault on the orcs. So, I will be more sensitive towards the funding of research and development. Factory is not so important for me now."

Brezhnev nodded, Ustinov had already shown his position, and he also got his answer.

"Well, the meeting today ends here, since we have different opinions on peace or not, the politburo and the supreme command will have another meeting tomorrow."

The meeting ends for most of them, but not for Orgarkov. Andropov walked toward him and said,

"Orgarkov, meet me in Lubyanka, we will have another meeting with Kosygin and Ustinov."

By the time he reaches, they are already waiting for him.

"Have a seat Orgarkov, from the meeting just now, peace can be somehow confirmed. Now our problem is, the exact action we should be performing in our reform in economy and military."

Andropov gives him a file while talking. Orgarkov opened it, it is a profile of someone.

"Look at the person in the profile, doesn't it look familiar? "

Orgarkov read it, the person is called Fyodor Kulakov, and he has the position of Secretary of the Central Committee for Agriculture.

"Well, our food crisis is a little bit more serious than we know, Kulakov used his influence to ensure that agricultural production figures appeared more favourable than they were. This manipulation contributed to misleading perceptions of our agricultural productivity and hid systemic issues."

"The problem is, what Kulakov did was still not considered serious. KGB has to inspect almost all the officers to ensure that they are not controlled by any hypnosis or magic. It was supposed to be the usual check, just that we did not inform them. As a result, we found that corruption in our party has grown significantly."

"Our reform policy will face strong resistance from political and also the whole structural. So, I was thinking maybe we should start from these corrupted ones."
