Hashirama and Madara became allies and founded Konoha to end the never-ending clan wars. Unlike the Daimyo, who were entirely focused on political power, Hashirama and Madara weren't driven by a hunger for control.

The Daimyo paid the Uchiha Clan to drive the Chinoike out of fertile land and into the Valley of Hell. But as the shinobi started to unite, the stakes grew higher, and the Daimyo couldn't rely on their old methods.
If a Daimyo ever decided to block resources—similar to what the future Daimyo did to Sunagakure in the Naruto series—Hashirama himself would likely intervene. The Daimyo believed that Hashirama wouldn't remain silent, and their very lives could be at risk.
By the end of the meeting, they decided to increase bounty rewards and categorized them into different levels.
1. Kill Hashirama = 2 million ryo
2. Make Madara kill Hashirama = 1 million ryo
3. Make Madara betray Konoha = 500 million ryo
"Do you think it will succeed?" asked the Earth Daimyo.
"Who knows? Hashirama is the strongest shinobi alive, but as long as he lives, it threatens our power," replied the Wind Daimyo.
The most foolish Daimyo at this meeting was the Fire Daimyo. Despite Hashirama being essentially his subordinate, he failed to see that Hashirama's death would throw the world into chaos and decrease their wealth. Blinded by fear and thirst for power, he chose the most extreme approach.
War and prosperity never go hand in hand. Children become orphans, people starve, and landscapes are ravaged. Only after war can people's quality of life improve.
Isn't Konoha the perfect example? But these foolish Daimyo always think of themselves, not the common people.

Haruko finally gave birth to a girl. To be honest, Haruko had always felt a bit jealous of Akari. Every time she saw Karina and her sister, she too longed for a daughter.
