As Team 7 has left for Suna, Tsunade sat in the Hokage office while frowning.
The cause of her worry was the ROOT ninja, Shiori, that Danzo forced her to enter into the Team 7.
'A mysterious shape-shifting kekkai genkai, my chakra enhanced strength, Flying Thunder God...'
Just her having the Flying Thunder God puts her into the strongest power levels of a Kage.
The ninjutsu is so dangerous, that if Minato wanted, he could kill the Raikage and the 8-tails Jinchuriki in their sleep because he marked them during the Third Ninja War.
And Danzo hid such a ninja for a really long time, only revealing her at this crucial point.
He must be upto no good.
And Shiori wasn't really acting like a typical ROOT ninja. Her intention was clear. Seducing Naruto.
Danzo's intention is clear. He wants to control Naruto through her.
Suddenly, Danzo kicked the door and entered the office, as if he owned the place.
"How did you like my gift, Princess Tsunade? Don't you think she will be able to protect the Jinchuriki?"
Well, Tsunade had no patience of playing politics.
She smashed the table, and glared at Danzo, who was unfazed.
"Why is such a talented ninja in the ROOT? Why wasn't the Hokage informed!? Who do you think you are, Danzo!?"
He shrugged without a care.
"She just recently learned the Flying Thunder God Jutsu, that's why I took her out of ROOT and gave her to you under Team 7, didn't I?
I am the leader of ROOT, who protects Konoha. There is no way I would have hidden her after she mastered that jutsu from you."
"Hah!? Then what about the chakra enhanced strength!? When did she learn it? Was it not big enough for the Hokage to be informed?"
"She learned that only recently."
"Then, did that Kekkai Genkai appear recently too?"
"No. She had it from birth."
Danzo was feeling smug by angering Tsunade. After Yamato was snatched from him by the Hiruzen, there was no way he would have used Shiori for anything that would get the Hokage's attention. Especially because of her seer ability.
Right now, the ROOT is at it's strongest.
Shiori, Karin Uzumaki, Hinata Hyuga, are way beyond a normal Kage with their full strength, enhanced by the symbiotes. Sadly, only those three survived getting the symbiote parasites. Even Aburame Torune couldn't survive.
But, Shiori has managed to create some Symbiote-techs which she can control so that they don't go into rampage. Like some watered down suits without any ability to copy DNA and only used for enhanced strength and chakra control.
His 'injured' arm is made of that Symbiote-tech, perfectly capable of wielding Wood Release and Sharingans without overwhelming him.
There isn't any chance of Shiori betraying him. Afterall, he has given her freedom and a promise of high position, and even if she does have any thoughts, he is willing to sacrifice her seer abilities for complete control using Kotoamatsukami.
He is just waiting for Pain to attack the village and kill Tsunade. Then, the Hokage's position will be his, and he will proceed with the next stage of the plan.
She has created three clones of herself and symbiote with all the abilities copied until now. Trying to create his clone capable of handling the symbiote all ended up in failure, and they ended up looking like her.
Anyway, now he just needs Orochimaru's jutsu to take over a clone body. Sadly, he is sure that Orochimaru will not give him the correct jutsu, and any mishap will lead to Danzo's death. That snake can't be trusted.
His spy, Kabuto has probably already betrayed him for Orochimaru. But, Kotoamatsukami will solve that problem.
It's just that Orochimaru has managed to stay hidden till now. Shiori will directly teleport him to ROOT, and using Shisui's eye, he will turn Orochimaru completely loyal to him.
Soon, he will have a young and powerful body which can continue evolving.
And as the Akatsuki collects the nine bijuus, Hinata will kill them and bring them to him.
He will become even stronger than Hashirama and Madara combined, and bring the whole world under Konoha.
It is the divine's will that sent Shiori his way. His most loyal ROOT.
"Why is your ROOT ninja trying to seduce Naruto?"
"Eh? Really? She must have fallen for his charms."
Danzo feigned surprise.
Tsunade laughed at his statement.
"Your ROOT ninjas? Having any emotions? Especially attraction to someone? Who are you trying to fool, Danzo?"
"She is not like a regular ROOT. You can check her tongue. She is only second to me in command, and the heir of the organisation. She didn't go through conventional emotions removal training.
I am getting old, Tsunade. The First Hokage, your Grandpa, said that we must pass on our legacy to the next generation through Will of Fire, right?
I am just doing the same. I don't have much time to live afterall."
"Really, then how about I do a medical checkup for you?"
Tsunade glanced at his bandaged hand. Even though she couldn't detect anything wrong with it, she was suspicious of what Danzo is hiding.
Afterall, it is Danzo.
"No need. I have my own medical ninjas."
He got up, and tossed her a scroll.
"Hinata Hyuga was seen wearing the Akatsuki cloak in the Land of Wind a day ago, stealing jewellery and gauging out the jewellers eyes. Send the information to Kakashi and Guy's team.
If things turn south, Shiori will bring the Jinchuriki back to the village and abandon the Kazekage rescue mission."
Without looking back, Danzo left.
As soon he went away, Tsunade threw her chair out of the window, since she had already destroyed the table.
"Shizune! Bring me some cards and booze!"
She should not have become the Hokage!
