David chose to give away a Primary Dragon Crystal partly because he wanted to thank Grau the Mysterious Dragon for his righteous help and, incidentally, test if strengthening the Primary Dragon Crystal's favor would be useful for Grau the Mysterious Dragon.
Another reason is that Primary Dragon Crystals are on a completely different level compared to High-level Dragon Crystals in terms of Pet Resources.
