From Onver's OP vision, Kael didn't seem slow at all. Kael appeared normal, but Onver had a problem. His eyes were able to see Kael, but his body couldn't keep up with it. That was not the issue
The most significant issue was: that Kael had extremely fast movements like a thunderstrick.

The force of Kael's punch struck Onver, leaving him no time to react or even think. In an instant, it broke his barrier the moment it manifested
Kael leapt toward him, Onver was able to see Kael jumping toward him, and the punch landing on his chest.
When the punch landed on Onver's chest, for him, it was like all the air from his lungs came out of his mouth. Every single shred of air from his air sac was emptied.
He felt like his chest was tearing apart from the inside out, feeling like someone had stabbed his heart, similar to a stab.
