It's December of 1921, just three days before the year's end, and nearly two years have passed since Alfonso ascended to the throne as the monarch of the Philippines. Since the implementation of the Infrastructure Bill, the nation has undergone a remarkable transformation.
The Philippine landscape has undergone a profound metamorphosis, all thanks to the fusion of technology and the ingenuity of engineers. The once densely packed urban environment has opened up, as the walls that once confined the city have been dismantled. Manila, in particular, now boasts unobstructed vistas of the surrounding scenery.
The city's main thoroughfare has been expanded, now boasting a grand five lanes on each side. In the center divide, rows of trees have been thoughtfully planted, offering a respite from the sun's rays. Streetlights, standing tall on both sides of the road, illuminate the nights, turning the streets into vibrant corridors even after sunset.
Factories have sprouted like wild mushrooms, springing up rapidly across the landscape. The production lines have shifted into high gear to meet the surging demand for goods. Abandoned wooden houses have been earmarked for demolition by diligent engineers, making way for new structures that will house the growing population. Three-story buildings, dotting every corner of the city, are now under construction, a testament to this era of progress.
Amidst this bustling development, the air is often filled with heavy dust from the construction sites. People rush to work, but their faces are painted with smiles, reflecting their newfound optimism and hope for a brighter life. Occasionally, the radio crackles with announcements, a sign of the times.
Compared to years past when the city grappled with hardships like hunger and insecurity, it's as if the heavens have descended upon them. The people, grateful for the Emperor's vision and the opportunities it has brought, now revel in the prospect of a prosperous and secure life ahead.
--------------------
Today, all the key cabinet ministers have assembled to present their year-end reports to Alfonso. Among the dignitaries in attendance are the Prime Minister Sergio, the Minister of Finance - Emmanuel, the Minister of Health - Fernando, the Minister of Foreign Affairs - Carlos, the Minister of War and Defense - Diego, the Minister of Internal Affairs - Andrés, Minister of Education, and the Minister of Industry - Javier.
The grandeur of the occasion is evident in the size of the hall where they've gathered, an expansive space with an air of anticipation.
After a brief period of waiting, Alfonso makes his entrance, accompanied by Alejandro. As he walks in, the ministers extend their warm greetings.
"Good day, Your Majesty," they chorus in unison, their expressions reflecting a blend of respect and eagerness.
Alfonso, ever the gracious host, acknowledges their greetings with a genial smile and gestures for them to take their seats.
"Thank you, gentlemen," he says, his tone warm and inviting. "Please, let's begin our discussions. I'm eager to hear your reports."
In the midst of their gathering, Alfonso opens the floor for the ministers to commence their annual reports.
With a subtle clearing of his throat, Alfonso addresses the assembled group, "Gentlemen, who would like to kick off our reports for this year?"
Prime Minister Sergio, with a sense of deference, turns to his colleagues and nods towards Minister of Health - Fernando. "Fernando, perhaps you could begin," he suggests.
Fernando responds with a polite nod and addresses Alfonso, "Your Majesty, thank you for giving me this opportunity once more." His voice carries a sense of pride in the work of his ministry.
"As part of our ongoing government reforms aimed at providing quality services to our people," Fernando begins, "the Ministry of Health has achieved significant milestones during the past year."
He then proceeds to detail the accomplishments: "In my tenure as minister, I initiated a campaign to establish numerous nursing schools to ensure an ample supply of healthcare professionals. As of today, we have five schools in the capital city, ten in the surrounding provinces of Luzon, and a total of thirty across the region. In Visayas, considering the dispersed population, we strategically placed twenty schools in areas with higher populations. Meanwhile, in Mindanao, we've established over twenty schools, with plans to open more as our population continues to grow."
He continues, "In tandem with the Ministry of Industry, we've made strides in constructing hospitals in densely populated areas. Our aim is to have at least one or two government hospitals in every city. The capital city has seen the expansion of its general hospital to accommodate more patients. Altogether, we've successfully built fifteen new hospitals across the nation, with twenty more currently in progress, expected to be completed next year."
Fernando doesn't forget to mention technological improvements, stating, "As part of modernizing our healthcare system, all hospitals are now equipped with X-ray facilities."
Alfonso, appreciating the tireless efforts of the ministry, responds, "Well done, Minister Fernando. In these past two years, your ministry has accomplished a great deal for the people."
Following the accolades and expressions of gratitude, Minister Fernando extends his gratitude to Alfonso. With a touch of optimism, he informs the gathering, "Your Majesty, next year, we anticipate the opening of a dedicated research facility, a crucial step in advancing our nation's healthcare capabilities."
Alfonso's face lights up with delight upon hearing this announcement. Fully aware of the paramount importance of research in the field of medicine, he responds with enthusiasm, "That is wonderful news indeed. Research is the cornerstone of progress in healthcare. Rest assured, I will allocate ample funding to support the facility's endeavors."
Acknowledging Alfonso's support, the Minister and his team express their gratitude once more as they conclude their report. Alfonso, keen on fostering collaboration and unity within his government, praises the Minister again. He assures the Minister, "Your efforts are commendable. Should you ever require assistance or encounter any urgent matters, do not hesitate to seek help from the Prime Minister or me."
Having given his commendation, Alfonso looks around the room and inquires, "Who would like to present their report next?"
"Let me, Your Majesty," said the Minister of Internal Affairs, requesting the floor to present his report.
The minister commenced his report by providing context. "Before the beginning of your administration, Your Majesty, based on data from law enforcement, our nation faced significant challenges with high crime rates. Analysis of this data revealed that the majority of crimes were driven by joblessness and the specter of starvation. However, since the inception of the reforms initiated by Your Majesty, job creation and improved economic conditions have resulted in a marked reduction in criminal activity."
The minister further emphasized, "Your reforms have brought about a tangible sense of safety and security among our citizens. They are indeed feeling the positive impact of these changes."
Continuing on the theme of reform, the minister highlighted, "In tandem with the broader societal reforms, we've also restructured our law enforcement agencies. We've established additional police precincts and quick-response teams, such as fire precincts, to ensure rapid assistance to our people in times of need. Moreover, we've bolstered our manpower to better serve and protect."
As he delved into matters of immigration, the minister revealed, "Since the inception of your administration, we've seen a considerable influx of immigrants into our country. Many have been drawn here by the reputation of the reforms you've initiated. In recent months alone, over 30,000 individuals have moved here from neighboring colonial territories. In response, we've implemented stringent border control measures at every Philippine port to ensure effective monitoring."
The minister also shared insights into citizenship and passport issuance, stating, "In accordance with the new constitution, we've initiated the issuance of birth certificates and citizenship documents for Filipinos. For those who have newly migrated to our shores, we're streamlining the process. After residing here for five years and demonstrating good citizenship, they may petition the court for full citizenship. Concurrently, we are in the process of formalizing passport issuance to align with international standards, as some countries now require passports for entry."
Concluding his comprehensive report, the minister declared, "All these initiatives are on track to be completed within the next two years."
Alfonso, fully informed and impressed by the ministry's diligent efforts, expressed his acknowledgment. He praised the minister and the entire team for their exceptional work, stating, "Your accomplishments, as outlined in this report, are nothing short of remarkable. The progress made under your guidance aligns perfectly with our vision for a prosperous and secure nation. I commend your dedication to these critical reforms."
Then inquired about the next report.
Minister of Internal Affairs: "Let me, Your Majesty."
Alfonso: "Please, go ahead."
Minister of Internal Affairs: "Before the beginning of your administration, Your Majesty, based on the data from law enforcement, the crime rates were quite high. Most of the reasons cited for these crimes were a lack of jobs and starvation. However, since the reforms you initiated, job creation and improved access to food have resulted in a significant drop in crime."
Alfonso: "That's excellent news. People feeling safe and secure is a fundamental goal of our reforms."
Minister of Internal Affairs: "Indeed, Your Majesty. Along with your reforms, we've also made substantial changes to our law enforcement. We established more Police Precincts and other quick response teams, such as the fire precincts, to provide rapid assistance to our citizens. We've also increased our manpower."
Alfonso: "Good, that should help maintain law and order effectively."
Minister of Internal Affairs: "Furthermore, since your administration began, we've seen an influx of people immigrating to our country. Most of them have heard about the reforms you've implemented. In the past few months alone, more than 30,000 people have moved here from neighboring colonial countries. We've implemented border control measures at all entry points in the Philippines to monitor this immigration flow."
Alfonso: "It's heartening to see people wanting to be a part of our progress. What's being done for these new arrivals?"
Minister of Internal Affairs: "In alignment with the new constitution, we are issuing certificates of birth and citizenship to Filipinos. However, for those who have migrated here, we're streamlining the process. If they demonstrate good citizenship within five years, they can petition the court for full citizenship."
Alfonso: "That's a reasonable approach to assimilation. What else is in progress?"
Minister of Internal Affairs: "We're also working on formalizing the issuance of passports to align with countries that require them for international travel. All of this, we aim to complete within the next two years."
Alfonso: "Your dedication to these matters is commendable. You've made great strides in such a short time."
Minister of Internal Affairs: "Thank you, Your Majesty. It's all for the betterment of the Philippines."
Alfonso: "Indeed, and I appreciate your hard work. Who's next to present their report?"
Minister of Foreign Affairs: "Allow me to proceed, Your Majesty."
Minister of Foreign Affairs: "Since taking office, we have made considerable efforts to raise the profile of the Philippines. When your administration began, Your Majesty, our only established embassy was in Spain. However, within these two years, we have expanded our presence to other countries. Most of our embassies are currently in Europe. Your affiliation and recognition from the Spanish monarch greatly aided the establishment of these embassies. Presently, we are in the planning stages of further expansion, looking to North and South America in the coming years."
Minister of Foreign Affairs: "Following the establishment of these embassies, we have been able to accept trade requests for our agricultural products. These countries have agreed to use our own currency for transactions."
Minister of Foreign Affairs: "In addition, we have established intelligence networks in every country where we have an embassy." (Minister handed a folder containing the intelligence reports.)
Minister of Foreign Affairs: "Currently, we are in negotiations with several countries to secure trade agreements."
Minister of Foreign Affairs: "That concludes my report, Your Majesty."
Alfonso: "I commend your efforts, Minister. It's impressive that, in just under two years, we've established embassies in several countries. Having a royal background indeed opens doors."
Alfonso: "I also recall discussions about establishing embassies in Germany, Japan, Russia, and China. Any updates on those fronts?"
Minister of Foreign Affairs: "We are currently engaged in negotiations with those countries. It's possible that by next year, we will have embassies in place."
Alfonso: "Very well. I look forward to the positive outcome."
Minister of Foreign Affairs: "Rest assured, Your Majesty, we will prioritize those negotiations."
Alfonso: "Thank you. Is there anything else to report?"
Minister of Foreign Affairs: "None at all, Your Majesty."
Alfonso: "In that case, who will be presenting next?"
Minister of Education: "If I may, Your Majesty,"
King Alfonso: "Of course, Minister."
Minister: "Thank you, Your Majesty. I am here to report on the progress of the education system. As you know, we have recently implemented a new curriculum that covers primary education (K-6), lower secondary education (junior high school, grades 7-10), upper secondary education (grades 11-12), vocational studies, and the tertiary level, which in turn encompasses undergraduate, graduate, and doctoral studies.
"The new curriculum is in line with the reforms outlined in our constitution, and we believe it will provide our students with a well-rounded education that will prepare them for success in the workforce and in life.
"I am pleased to report that the implementation of the new curriculum has been going smoothly. We have opened additional training schools to accommodate the increasing number of students who want to enroll, and we are currently drafting plans to build more schools in the Visayas and Mindanao regions.
"I am confident that the education system is on the right track, and I thank Your Majesty for your continued support."
King Alfonso: "Excellent work, Minister. I am proud of the progress that has been made. Please keep me informed of your progress, and do not hesitate to come to me if you need anything."
Minister: "Thank you, Your Majesty. I will."
King Alfonso: "Well done, Minister. I am pleased with the progress that has been made. I believe that a strong education system is essential for the future of our country."
The king turns to his prime minister.
King Alfonso: "Prime Minister, I want you to work with the minister of education to ensure that the education system continues to improve. We must make sure that all of our children have access to a quality education, regardless of their background."
Prime Minister: "Of course, Your Majesty. I will do everything I can to support the minister of education."
