In Kingslanding, the Rebellion was over, and Robert Baratheon was now having his coronation ceremony as the new King of the Seven Kingdoms. During the ceremony Ser Jaime Lannister, Grand Maester Pycelle, and Lord Varys were pardoned and able to retain their positions.
Ser Jaime remained a Kingsguard while Grand Maester Pycelle and Lord Varys remained on the small council. Throughout the halls of the Red Keep, whispers and plots swirled like the many shadows cast by the flickering torches. The courtiers' murmurs blended with the clinking of goblets and the rustle of silks as alliances were silently forged and broken with each passing moment.
Meanwhile, in a quieter chamber away from the bustling celebration, Varys met clandestinely with Littlefinger. Their eyes locked in a mutual understanding of the precarious chessboard that was the realm's political landscape. "The Martells are likely to align with this Maximus from Essos," Varys whispered, his voice barely audible above a whisper. "This could either stabilize our position or completely overturn it."
Littlefinger adjusted the cuff of his sleeve, his face revealing none of his thoughts. "And what of the Lannisters? With Tywin's ambition and our dear Ser Jaime back within these walls, their moves must be meticulously anticipated."
Varys nodded, his bald head reflecting the dim light. "Indeed, Lord Baelish. The Lannisters may think they have wrested power, but this game is far from over. We must both keep a close eye on Essos. Something tells me Maximus is not a man who plays for small stakes."
As the two continued their quiet meeting, their conversation shifted towards the broader implications of integrating the forces from Essos into the complex tapestry of Westerosi politics. "Maximus could bring an entirely new element to our power struggles," Varys mused, "especially if the rumors about him are to be believed."
Littlefinger smirked slightly, his mind already racing through various scenarios. "If he can indeed sway the Targaryens and the Martells to his cause, it might be prudent to consider opening a line of communication. Perhaps there is mutual benefit to be discovered."
"Or mutual destruction," Varys added darkly. "We must tread carefully, Petyr. This Maximus has played his cards close to his chest. We know little of his real intentions or capabilities. But I can say for a fact that the disappearance of the exiled Queen Rhaella and her children, alongside Elia and her children is something that he had a hand in."
The conversation was abruptly interrupted by a soft knock on the door. A discreet servant informed them that King Robert required their presence in the throne room. Both men adjusted their robes as they prepared to leave the chamber, their minds still swirling with plots and possibilities.

Ser Barristan Selmy a Knight of the Kings Guard had fled the Westeros upon being informed by Varys that the Queen and her children were still alive. Varys had pity for the man and feared for his life so before the coronation of Robert he informed Ser Barristan of what he knew left it up to him to do what he wanted with the information.
As a result, before the coronation of Robert happened, Ser Barristan had gathered some of the few remaining loyal knights to House Targaryen and shared this information with them. It wasn't much but he managed to gather around 40 knights who was willing to join Ser Barristan on his journey to Essos to continue protecting the last few members of House Targaryen.

In Heaven's Reach, Maximus alongside Olorin and Eonwe were finally laying out the plans that would be implemented in the coming months. First was his House name which after long discussions he decided to name, House Invictus meaning "unconquered,".
The House name and meaning would shape the ethos and identity of his empire. Maximus intended House Invictus to be a beacon of strength and resilience, embodying the indomitable spirit of those who refused to be subdued by fate or fortune.
After that was the name of the Empire, they planned to create which would be called the Imperial Union. The name would represent the collaboration of multiple species and races with the word "Imperial" suggesting authority and "Union" suggesting inclusivity of numerous races, species, and cultures.
The name conveys a sense of strength, unity, and purpose, which aligns well with Maximus's plan to forge a cohesive realm within Essos.
At the top would obviously be Maximus who would be both the High Khal of the Dothraki and the Emperor of the Imperial Union. After him would be the High Council which would consist of Olorin, Eonwe, Faraday, Alexander, and Arin.
Olorin would be the Chancellor, responsible for managing the empire's bureaucracy, overseeing laws, and implementing the emperor's policies and ensuring the smooth functioning of the government.
Eonwe would be the Vizier, a senior advisor who offers counsel on matters of state, including diplomacy, strategy, and internal affairs.
Alexander would be the High General; The military leader responsible for defending the empire and commanding the armed forces in times of war. The Military Captains position would be the various captains of the empire's legions, and other smaller military units who report to the High General and are responsible for local defense and order within the empire during times of war and peace.
Faraday would be the Master of Shadows; the head of the empire's intelligence and espionage operations. He would be responsible for gathering information, conducting covert operations, and ensuring the security of the empire against both internal and external threats.
Other positions included the following:
Judiciary Council: A group of judges responsible for interpreting laws, overseeing legal matters, and administering justice across the empire.
Diplomatic Envoys: Officials tasked with representing the empire in foreign affairs, negotiating treaties, and maintaining relations with other Cities, Kingdoms, and other powerful factions.
Heralds: Officials responsible for communication, announcing decrees, and maintaining the empire's public relations.
Advisors: Specialists in various fields, such as agriculture, architecture, or magic, providing expert counsel to the emperor and High council.
Chief Steward: Manages the emperor's household, overseeing staff, resources, and ceremonies, ensuring the imperial residence runs smoothly.
Chief Architect: Oversees large construction projects, including fortifications, roads, and public buildings, ensuring they meet the empire's needs and standards.
Master of Arms: Responsible for training the military and managing weaponry, armor, and military supplies, ensuring the readiness of the empire's forces.
Census Taker: Responsible for gathering demographic data, tax assessments, and population counts, which inform policy and resource allocation.
Some of these positions would be filled with people trained by the members of the High Council to perform their role while others would be filled with people from the System. Maximus didn't want to constantly rely on the System for highly trained people. He had 4 million people living in his empire and he would reform them into a new age.

Now onto the Military part of the empire. For this, Maximus planned to form Legions which would consist of the following:
Small Legion: 2,000 to 3,000 soldiers – A more mobile force, focused on rapid deployment.
Standard Legion: 5,000 to 10,000 soldiers – A well-rounded force capable of engaging in major battles and sustaining prolonged campaigns.
Large Legion: 10,000 to 20,000 soldiers – A massive force, possibly reserved for significant wars or conquests.
Elite Legion: 1,000 to 3,000 soldiers — A specialized elite force consisting of the most elite and powerful soldiers.
The Legions would be made of various types of soldiers and ranging from infantry, cavalry, and archers to siege engines and newer, innovative war techs that would be introduced in time. Magic would also play a big role in legions with each legion containing anywhere from 5-10 magic capable soldiers.
Leading the Legion would be a Commander who would be the highest-ranking officer in the legion, responsible for overall command, strategy, and decision-making. They answer directly to the emperor or the High General.
After them would be the Second-in-Command, the deputy Commander who assists the Commander of the legion and may take command in their absence. Then came the Sergeants who commanded smaller units within the legion and were responsible for discipline, tactics, and leading their troops in battle.
Lastly would be the support staff including supply officers, armorers, and cooks, who ensure the legion is well-equipped and fed, and Healers to always maintain a Healthy Legion.
To Bolster the empire's magic capability, Maximus spent 15,000 of his system points buying the Tower of witches which consisted of a 5-story tower containing, laboratories, libraries, living quarters, a magic well, Teleportation Circle, Familiars, and Animated constructs such as golems and other magical guardians to protect the tower.
The tower was located within the Palace walls preventing easy access to the tower by foreign people and keeping it a secret from others.

This left him with 19,150 points which he spent 2,000 to buy people to fill a few roles within his empire. This allowed the Judiciary Council, and Chief Steward, positions to be filled. Everything else would be from people within the empire once they were taught.
And now that things were about to change, he had decided to finally accept the rewards from his previously completed quest:

With these new rewards he now planned to go through the system and start looking through all the powerful soldiers that he could buy. There was so much to choose from, and he couldn't get everything all at once at least.

A/N: Got suggestions for what type of soldiers you would like to see in the story, don't hesitate to comment them but don't include nothing too crazy. I'm not trying to have Stormtroopers running around Essos yelling 'For the Empire', stick to medieval oriented soldiers.
Siege engines, cannons, and other artillery is allowed (Nothing modern basically).
