They stayed on the road for three days, the entirety of which was uneventful. During this time, however, Reina kept teaching Raz. Raz now knew much more about magic than he ever did before:
Magic doesn't work the way many common folks believe it to. There are still a lot of rules and regulations around magic. For starters, magic cannot do everything; it is bound by incantations.
The easiest incantations to learn are the ones used in battle support or around farms. For example, the spell to levitate instruments is one of the first spells taught. Though Raz didn't practice it, Reina taught him the incantation, "O he who is above! By thy grace push wind under this item and lift it!"
When Reina taught Raz the incantation, he was about to repeat it, which Reina swiftly and strictly prevented him from doing. She explained that Raz does not have enough experience and may cast the magic on the wrong item or cast it with too much strength, both of which could result in catastrophic damages.
And thus, they decided that while Reina would continue to teach Raz the theory of magic, they would wait until they reached the capital to actually practice it.
Reina also explained to Raz that it had been collectively decided by the "Council of the Four Elders", often referred to as the "Council of Elders", a group of representatives from each of the four nations that decide on international laws among other things, that no matter what the circumstance, no one capable of casting healing magic is to be murdered.
Upon Raz's confusion as to why that particular law would exist, Reina explained that magic was currently divided into four categories:
1. Active battle magic
2. Healing magic
3. Support battle magic
4. Mundane magic
With them being in the order of decreasing difficulty in casting.
Active battle magic, also called level 1 magic, is considered to be an insanely difficult feat to achieve and has thus far only been performed by Arcanes (wizards who can cast magic without using any incantation and have a seemingly endless supply of Visiri). Active battle magic refers to the use of magic without incantations quickly in quick succession of other spells; so even if someone isn't using the magic in a fight, if they can cast it quickly without a break, they will be termed an active battle wizard.
Healing magic, also called level 2 magic, is the next most difficult type of magic to cast. There aren't very many people in the world who have affinity to healing magic, with the rough estimate being around 500 wizards in total; 350 of which are Walindian, 100 being Soletinan, and the remaining 50 being Nosmous. These numbers come from the Council of Elders who are responsible for the spread of healing magic and administrating and managing healing wizards. It had spiked Raz's curiosity that Ertistan has no healing wizards, but he had decided not to speak about it.
Because Walinda has had the greatest amount of healing wizards historically, its capital city of Moontouch was chosen to be the location where the headquarters of the Council of Elders' Healers would be situated.
Reina had also explained that not all healing magic was equal, being able to fix minor cuts and scrapes or bruises was not enough to be termed a healing magic. Such healing magic fell under mundane magic. If one was able to mend broken bones or re-energize someone, they would be considered to be performing support battle magic. However, if one were to heal deep or fatal wounds, they would be considered to be a healing wizard. Thus, although there were only about 500 healing wizards in the world in total, they would often work alongside other wizards and perform their duties with ease. This is how the four nations could afford to have healers in every town.
Support battle magic, also called level 3 magic, is the turning point of importance of a wizard; if one can perform magic at this level, they become a national asset. Support battle magic is the casting of magic to assist other people. This includes, but is not limited to, healing broken bones, giving people a rush of energy, and silencing or enhancing sounds.
Mundane magic, also called level 4 magic, encompasses all of the magic spells that have been deemed far too easy, common, or useless. These include healing minor scrapes, creating a pleasant gust of wind, and levitating objects less than a couple feet off the ground.
Reina clarified that the smaller the number of the level, the higher it is in quality and power. So, level 1 is the highest level, meaning it is the best, and level 4 is the lowest, meaning it is the worst.
They were now not far from their destination, Moontouch. Reina, however, didn't care and tried to begin another lecture.
"And then there is another type of magic that transcends all the other established levels. This magic has only been discussed in legends and there are none who claim to bear it today. Though it has no name, scholars such as myself simply refer to it as 'Level 0 Magic'. It is the--"
"Enough," Shinsusa interrupted as they eclipsed the peak of a small hill. "We have arrived at Moontouch."
Raz looked out and there it was, Moontouch. It sat not far from a river named Southpaw, which was simply a branch of the much larger river Mun. Moontouch had a beautiful skyline, domes of three different buildings were visible: one was bright red and was the largest and was towards the center of the city, the other was one that appeared to have been made of gold and sat to the side closest to the river, and the third was the smallest and was brilliant white sitting towards the side farthest away from the river.
Many other buildings, some big, some small, littered the skyline as well. It was a massive city, spanning several hundred, if not thousand, meters in all directions, a far cry from his hometown of Roboro. There was a large wall, about ten meters tall, surrounding the entire city with guards patrolling atop it and Archers' towers being erect at regular intervals. Raz could see a gate, atop which there were many large cauldrons, possibly used to pour burning oil down on anybody trying to break through the gate. There were armed guards at the gate checking their surroundings and the people passing by.
As the company approached the gates, Raz noticed that the guards, who were wearing full-plate armor save the helmet and armed with polearms, weren't preventing people from entering or exiting nor were they checking their credentials. However, the guards' attention spiked when they noticed Shinsusa and Reina.
One of the guards lifted his hand and spoke, "Halt!"
"What's the matter, sir?" Raz inquired as they complied with the guard's instructions.
"What purpose do you have for entering the city?"
"We come here to study."
"Study what?"
"Magic, of course."
"And who has authorized it?"
"Lord Lanna Septon."
"I see. Who are those two?" the guard nodded towards Reina and Shinsusa who stood behind Raz and slightly to his left.
"They are my companions and teachers."
"Where are they from?"
"Ertistan," Raz answered in confusion.
Both of the guards' expressions suddenly turned sour and they immediately became far more hostile.
"Do you have a permit for entry?" asked the guard with great disgust in his voice.
"A what?"
"So, you do not have one. In that case," the guard who had been watching turned and signaled for help, "you and your two companions are hereby under arrest for trespassing and failure to produce requisite documents."
The guards, now six including the reinforcements, arrested the company and took them away and into the nearest city jail.
