When they entered Konoha Kai was brought to the Hokages office. The Third Hokage greeted him and asked him to sit down to talk. Hiruzen apologized for the actions of his former friend and explained that he had been exiled from the village. He then offered Kai a Leaf Village headband and offered to make him a chuunin since he surpassed the capabilities of the genin.
Kai sat silently for a moment before asking a question. "Do you believe in the prophecy that the toad mountain sages passed down? The one the Fourth Hokage and Jariya of the sannin believed in?"
Hiruzen was shocked that Kai knew of this. "Personally, I am hopeful, but I have not seen much cause to believe in it." He awnsered.
Kai then asked for all of the listening ears to be sent away except Anko. Hiruzen sensing the seriousness of the question sent them away, clearing the room before activating the privacy seals. Kai had decided to trust this naive old man. A man who believed to much in former friends and was too soft on his students. Hiruzen was a fool but he truly cared for the village and that Kai could understand.
Once he was finished, Kai began. "The item you asked me about, and my questions are interconnected. The item is known as a dragoon spirit. Think of it like a Jenchuriki or Bijuu. These items were meant for more than to perpetuate war. They are meant to safeguard the world. If a dragoon sides with any one nation, it could bring about disaster, especially if what I have investigated comes to pass."
Hiruzen and Anko were stunned before asking for more details. "Dragoons were created long before shinobi. The dragoon spirits are sentient and seek welders that they find worthy. The winged bastard that attacked during Naruto's mission is part of a race that believes themselves superior to humans and all other races ulthus believing they have a right to control them. They have almost brought about the end of the world twice, each time being stopped by the previous generations of dragoons. Dragoons must not be tied to any one nation for the simple fact that their duty is to prevent the end of all things."
Kai paused before continuing "I will help the leaf village if it is in danger, it is my home but I cannot join its military forces due to the fact that soon I must leave to find the winglies and put a stop to whatever it is they are planning"
Hiruzen and Anko were stunned. It sounded like some fairy tale, but Kai stood there serious telling them information that they had never even been hinted at before. Hiruzen asked if Anko has the same abilities as Kai now. Kai responded "It is too early to tell she was picked but that just means she is compatible to make the dragoon spirit obey her is not an easy task."
Hiruzen then said for Kai to give him till after the chunnin exam to think about things before he decided. Kai took this as the meeting being over and got up to leave. Before leaving he looked over his shoulder and said "Beware of a old snake, you should have killed it a while ago and even now it seeks revenge." And Kai walked out leaving Hiruzen to ponder his message.
