A government or state could not just declare war and be done with it. If that were the case, the ensuing turmoil would be tremendous, as everyone would be at war with everyone.
Causis Belli was required for a state or country to declare war on another state or country. Causis Belli was only a catalyst for the outbreak of the conflict. Most would be a farce since there would be no genuine justification, and many would be forgeries.
