They are not doing it willingly; they are being forced, and then, behind the scenes, they secretly bribed the member of Wizengamot. Those who receive the bribe feel ashamed and want to hide. Now, with this revelation, many people know they are the real Death Eaters.
Not enough like that, Nick Hunt then revealed the Dark Lord won't mark someone who is being imperious. He wanted a servant who was willing to bow down, not one who was forced to bow down. Those who received the Dark Mark are the purebloods who are willing to follow him. Even after they were pardoned, they still went on muggle hunts and sexually assaulted a woman, and then the screen turned off.
