If they had that much power in the area then they could actively take part in stealing from those who went to the nearby school while recruiting other troublemaking youths from the school.
They would also have their hands in things like intimidating shop owners and stealing but it could even get as far as making greater threats to get money to pay them off.
One thing that they could be involved in was extorting money out of others in the name of taking protection fees.
Those protection fees were just a way of saying that the people paying would be a little safer from the gangs in the area.
They would still suffer from the same harassment and trouble but it would not worsen to a degree that it would begin to greatly influence their safety.
Some groups acted right away if they did not get paid the amount they demanded.
