Those targeted were sometimes Balancers and Watchers who could not protect themselves against the mobs of people hunting them.
The Balancers and Watchers were required to perform their duties while having to deal with such persecution and threats to their lives so it could be understood how they had evolved their methods to lurk in the shadows of the world.
There was no correct method to identify Balancers and Watchers and that resulted in them forming various methods that worked or were believed to work to help identify them even if the methods were crude.
They still ended up being subjected to many cruelties that resulted in their deaths.
Some captured would be subjected to being hung, burned, and drowned.
All of that terrible past resulted in a lot of negativity that was deeply connected to the lands they took place on which took the form of Evil Spirits.
