Frank felt a great amount of cold covering his whole body. He tried to raise his face and found that he was lying on wet ground. His head was spinning and could not recall what had happened.
Then suddenly a sweet female voice spoke so distinctly to him.
"Hello Frank Delap. Congratulations on becoming a citizen of the N.U.R.O. Your citizenship registration number is NR302710000. Would you like to view your status?"
"N.U.R.O what is that?" he asked still feeling dizzy and looking around. "And who are you by the way and where are you talking from?"
"I am Zu Shi, your personal digital assistant and guide as you work your way up the Merit Order of N.U.R.O. I am integrated with your body, mind and soul essentially becoming one with you. N.U.R.O stands for New Universal Reign Order, which is the government in place running the affairs of all living things in the entire universe. You are a subject to this government and must prove your worth by the measure of your status on the Merit Order of N.U.R.O."
"What is this Merit Order of N.U.R.O?"
"Merit Order of N.U.R.O is a system that displays your status as an individual beginning with your legal identity, Evolution Level, Authority Level, Personal Attributes and key achievements. Based on the details above a rank is determined for you which signifies your place in the N.U.R.O. Note that each attribute and personal achievements above can be improved through your gains and they in turn will impact both your evolution and Authority Levels. These two will then inform your Rank. Gains can be made through various tasks and outstanding contribution to the Government." The digital assistant explained.
Frank listened carefully and wanted to ask more questions but decided that since the system was within him he would continue familiarizing himself with all other aspects.
"Permission to display status, please confirm," the system asked.
"Confirm!" he answered as he really wanted to see what the mysterious government ranked him to be.
Suddenly a system popped in his mind. The digital screen displayed his details in an orderly manner.

[Remarks] : Useless( You are of little value to the Government. Make yourself count or you will be eliminated when you exhaust all the Reform Quarters!

Frank looked at the stats and he was left baffled. The system placed his total attributes at 11, saying it is below that of an average man.
"Zu Shi, what is the attribute value of an average man?" he turned again to his PDA. The personal digital assistant was always ready to answer all his questions.
"The total attributes should reach a minimum of 15 with 5 points for each main attribute."
"What about this Evolution Level? What is it about?"
" You have evolved after you survived the recent attack that destroyed all the planets creatures. For you to continue living you must continuously upgrade yourself through tasks and practice and work your way up the Merit Order. The higher levels of evolution the higher authority levels and consequently the higher the Rank. All these levels have various degrees of benefits and privileges. Currently you are at Primary Level 1 of Evolution. This is the lowest tier and you will find most services and places restricted from your use until you upgrade beyond Primary Levels 2 and 3."
"Is the Primary Level 3 the highest evolution stage?"
"Only for the Ordinary Subjects Yes! There are 3 primary evolution stages (1,2,3) with corresponding authority Levels and Rank. Primary 1 has no authority while Primary 2 and 3 have limited authorities. Their corresponding ranks are OS beginner, (OSB), OS intermediate (OSI) and OS Advance (OSA).
After breaking through the limit of Primary 3 your Rank will change from OS (Ordinary Subjects) to Representative Level,(RL). This is secondary evolution. Here there are also 3 levels of representation, namely, Acting Representative Leader (ARL), Probationary Representative Leader, (PRL) and Full Representative Leader, (FRL).
You will require to break from the FRL rank to National Leader, (NL), International Leader (IL) to the Global Leader (GL). But the overall and highest position is just one post, that of the Supreme Global Leader, (SGL)."
When the Personal Digital Assistant finished explaining the Evolution stages, accompanying authorities and the corresponding ranks, Frank was speechless for a long time. He marvelled at how intricate this N.U.R.O system of governance was. He wondered who was then the Supreme Global Leader, SGL, who undoubtedly was the head of N.U.R.O.
But when he asked Zu Shi she only replied.
