Unlike Champions, who have to first go through such arduous processes to obtain Law power, vessel gods were directly bestowed the power.
Any minor gods, ranging from lesser gods, to greater gods, and finally high gods, could create champions. As many as they want, as long as they mastered their Laws.
But creating vessel gods was only possible for gods who have created their authorities.
Major gods such as noble gods, god kings, and more powerful gods, could easily create vessel gods, as long as they had authority.
"Giving a higher being 20% of their comprehension, will turn that person to a lesser vessel god. Same for giving them 50% comprehension of two Laws, that person will be a greater vessel god."
