With Jolly Nature, your Pokemon speed stats will be boosted while its special attack will be nerfed.]

IV/EV training, you can increase your advantages while covering the weakness of your Pokemon. ]
"So, How will I do it? I know it's like training or something but, what kind of training should I do with Eevee?"
[ Of course you need to train its speed first then training a special attack move is still good 'cause you have the speed, making few Pokemon's hard to catch up to Eevee. Plus with the system rewards and the spinarak wheel of fate, you can get some items to remove the nerf damage by jolly nature. ]
[ Also, Training EV's can only be made by battling specific Pokemons. After you defeat the Pokemon, you will get 1 or 2 EV stats. I highly suggest that you train 1 or 2 Stats on your Pokemon, making them specialized on something and not be balanced, making them average in battles. As for the IV, it's by birth of a pokemon so I can't do anything..... unless you got an item again to upgrade those IVs. The highest IVs one can get are 6×31 IV on your Pokemon while the lowest is 0×31 IV. And Yes, the maximum IV per stat is 31. ]
