While Havok's group was leaving the restaurant without a trace, the General was following through with the plan that he set in motion the second that he heard about what happened.

Dean was not one for strategy or planning ahead, he was more of a take action first then sort it out later types. Which was what he actually preferred when it was time for battle. What you wanted was someone who was given a task and took the initiative to get it done.
