While Havok's group was leaving the restaurant without a trace, the General was following through with the plan that he set in motion the second that he heard about what happened.
As it turns out, the General was already in Ward when he saw the report from the trackers and the reinforcements that they called for at the scene. He was an experienced man, so with the information he had along with some educated guesses, he was able to put together what happened. He was partially shocked when he saw the arrest warrant that his Lt. General issued.
On the other hand, that was typical of Dean.
As the one responsible for putting Dean in his current position he knew all about him and his tendencies. Dean was not one for strategy or planning ahead, he was more of a take action first then sort it out later types. Which was what he actually preferred when it was time for battle. What you wanted was someone who was given a task and took the initiative to get it done.
