The Plateau was the most expensive hotel in Ward and that is where the meeting was being held for the strongest rankers in the city. While he had no desire to follow anyone's orders, Havok figured that attending would give him more information than he currently had. Plus, they were offering free food in the banquet hall.
There was no line in front of The Plateau, but there were guards that were watching everyone who entered. Anyone that they had data on and were deemed too weak to attend this meeting were denied entry. And there were plenty of rankers who fell into that category. Of those rejected there were plenty of them that were pissed, but all they could do was swallow their anger because if they were to make a fuss during a time a confusion, fear and chaos like the world was in currently, then it was likely that they would be killed on the spot in order to prevent others from acting out.
