The first base was in the northern part of the outer region, which is where they currently were and when they arrived Havok did as he said he would. He just observed Grant and Leona. All three of them did research on the areas where those on the kill list lived and for this particular group, Leona was the one responsible for monitoring their movements in and out of their bases.
It was close to midnight, but like the danger zone the outer region of Ward seemed to come alive at night. This base was in a busy area with rankers moving all around it. Knowing that this group was fond of traps and explosions, the trio had to be precise when they made a move.
