The note was from Karoline saying that Petr had taken it upon himself to aid Ridina and Blessing. Providing them with resources and protection.
Leona had suggested several times that Havok kill Petr, but he was reluctant to kill someone when he was the one that was in the wrong.
However, now that he had given his word to kill those that helped out Blessing, he was not reluctant anymore and he had no remorse for when he finally took Petr's life. The only reason that he was alive until now was due to Havok's grace.
