As Havok was running towards Grant and Leona's location, the cave was rapidly filled with beasts and humans from both cities along with the danger zone. However, those from Freedom City were heavily outnumbered as this side of the tracks was unofficially Ward territory.
It was not something that was outright stated, but it was understood that each city would stick to their side of the danger zone. There were not any penalties, but if you did cross the tracks, you were basically stepping into enemy territory. The representatives from both cities might be friendly on the surface, having agreed to this joint venture in order to promote cooperation. But that was just on the surface, in reality both sides were doing their best to gauge who the strongest rankers were from each city then act accordingly.
