Chapter 261 - A Concerning Report
Most of the groups and rankers from Freedom City that were strong enough to pose an actual threat to Havok and his group were actually in Ward or still in Freedom City. However, those were only the stronger rankers. Their weaker members were in the danger zone scouting out the area and reporting back what they found. They also frequently made trips back and forth between the cities and the midway stations in order to drop off the core, weapon, armor and anything else that they gained during their stay.
While all of this was happening Havok, and his group were scrolling through a list of various clans, rankers, beasts and Demons that was already rather long since these midway stations had just opened. Which just went to show how diligent and connected that Whispers was as an organization.
