The Nationalist were probably weary of people lurking waiting for them to be at their weakest and their opponents were most likely feeling the same way about the leader and vice leader showing up.
He knew that something must have happened to them because the fight happening at the headquarters was something that should be quashed immediately. As a ruler or leader, allowing people to blatantly challenge and defy your rule is the quickest way to get ousted. Right now, all it would take is someone that just arrived to watch the battle and decided to join in to tip the scales of the battle in favor of the potential usurpers.
