At Divine Transformation Realm ,their Mortal Soul gains a spark of divinity like all other Cultivators which gives them the ability to change into human form for a while. For the true transformation, they have to reach the peak of Mahayana Realm and go through Heavenly Tribulation.
After successfully passing the tribulation, their Mortal Soul evolves to Spiritual Soul unlike Cultivators whose Mortal Soul evolves to Divine/Infernal Soul. After that they are called Spiritual beasts. But most of them die under Heavenly Tribulation.
Spiritual beasts can take human form for as long as they want. But most of them prefer to be in their Beast form since it's more natural to them.
