YES, he had a system.
The best possible option for his current situation.
Especially a system that can help him build up his broken hold.
Whilst trying to find out how the system works, he tried many catchphrases usually involved in different systems across fiction such as status and territory management. Whilst he did this he figured out that his system had no intelligence and only worked when he specifically asks out loud what he needs. He also had no quests or any kind of missions that he could get rewards from so he decided to just focus on developing his hold.
He did not want to get into the politics of other holds as he simply did not have the strength or the manpower to stand up against any of them. And by the time he did the lands of other holds will not be worth it as his will clearly be more developed than theirs.
After looking over the system he saw many things that could help him in this endeavor to become the most powerful being on nirn and have the strongest kingdom, one of the best being the shop.

The lottery will most likely bankrupt him, and he knows it. H decided he will play only once before he has extra money as from the information the system gave him the first lottery has a higher chance of getting a better reward. The rest of his money will most likely go into summoning some type of troops to keep him safe or some type of skill that will help him with finding ore deposits closer to winterhold.

From what he's able to tell it's all very basic he barely has any skills or special abilities, he doesn't even have any magic spells learned. I guess his fathers influence on him about magic stopped him from attempting to learn even the most basic spells everyone knows such as flames.
His only skill is heavy slash however in such a wasteland anybody learn that by going hunting once. Its not even a proper skill that can be levelled. According to the description for skills almost all skills are able to be levelled up except the most useless ones.
However, his racial abilities surprised him, the racial skills are something all nords have, even if they don't have any magic or are just farmers they benefit from the 50% cold resistance. It explains how they have been able to survive in places such as winterhold and the throat of the world like the greybeards.
However, what truly surprised him about the system was the magic breaker. Apparently, it can break and destroy any magic cast in the territory however at the moment it only has 2 uses and he doesn't know how to get more. Even if it seems useless at least it can help him surprise any powerful magic user. And as everybody knows even the smallest distraction can be fatal in battle.
Looking over the territory management he was starting to become very angry. He always assumed it was other holds that were attacking his father's businesses and start-up ventures however now he had proof otherwise. Proof he could not show anybody but proof, nonetheless. Proof that his real enemy is the college of winterhold.

The main glaring issue was in the map provided by the system, the college of winterhold was not a part of it. This meant that the college of winterhold considered itself not part of the hold and a separate entity. Because of this he knew that even if they shared the same name an enemy fortress cannot be allowed to be that close to his capital.
Another glaring issue that proved the colleges treachery was the magic that hid mines from everybody. These mines were clearly those that went missing collapsed or flooded during the great collapse. And the magic to hide them has clearly been maintained over a long period of time. And in skyrim only the college of winterhold can achieve that.
But the biggest betrayal is the soul gathering array. According to the system it was cast just one week before the great collapse which means it is most likely the cause. Again, another proof that he has of their treachery but can't use. The main use of the array is to gather souls of any death from the whole hold including any animals and humans. He was always wondering where the college got all its souls from considering they make a large amount of their money from enchanting. They even have their own secret enchantments nobody else knows.
However he cant use the magic breakers on this array yet because if he did they might cast the array again and cause another great collapse or even get suspicious that somehow somebody is onto their plans.
He decided not to think about the array for now but always remain wary of the college whilst waiting for the right moment to strike.
However, before he even does anything there is still one command he did not try, one command that could help him immensely in starting his quest for power
