The russian empire is backwards, the people are serfs and have no freedom, corruption is prevalent, and while the nobility lives a decadent lifestyle the peasents are starving.

Although having a large and strong military on paper, the russian empire cannot utilize it effectivly, they have really poor supply network, and a lack of quality and quantity of equipment.

The russian empire has an agrarian economy, having basiclly no industry of its own.

Rusisa is rulled by an absolutist extractive regime, having no interest in providing any kind of public service or any incentive for industrialization, fearing that it would encroach on their political power.
