Reincarnation.
It is a natural process of life once a soul has met all the qualifications to be reborn. Some have their memories intact, while others start their life fresh from the shackles of their previous lives.
However, there were some particular circumstances where some souls whose even qualifications have met remained in the river of eternal slumber and darkness. This river is where the souls used to travel from in order to be reincarnated. In order to reach the scale of life and be judged according to their karma in life.
And some souls were "stuck" in this river for hundreds and even thousands of years.
The words "stuck" were just words chosen to hide the fact that those souls were forbidden from being reincarnated according to the laws of the higher realms, "they have sinned to their gods" and had to be punished eternally, suffering in the river.
