Imagine being in one of the strongest kingdoms, being a vice grandmaster of the best magic academy on the human continent. You would be having too much to deal with, having to maintain neutrality in the academy but also making it a place where people of free speech, free act etc.
It's really extraordinary if you had made it possible for nobles and commoners to be in the same space learning and growing together. It doesn't mean there are any problems and everything is peaceful cloud cuckoo land.
