Chapter 1: Birth of Two Heroes
Musutafu, Japan
15 Years Before Current Time
" Waaah !" The cries cut through the relatively quiet room as the hospital staff look upon the scene of a family of four. The father and mother had just met the two new members of their family, their twin sons.
The mother, whose dark green hair hung just past her shoulders, stared fondly at the two boys in her arms even as they screamed their lungs out. The father was crouched next to the bed with a hand on his wife's shoulder watching his sons squirm as they cried out. The family was brought out of their moment by a doctor speaking.
"Sorry to interrupt, but we need one of you to fill in some forms and give their names." The new parents look up at the doctor then at each other as the father stands.
"I'll do it. You can rest, Inko." The now named mother, Inko, smiles and nods as she hands two nurses the baby boys.
"I'll do that then, see you soon." Inko says as her eyes close and she falls asleep quickly. The man smiles and continues after the doctor.
"Lead the way, Doc."
"Right this way, sir." The doctor led the father into his office and had him sit down on one side of the desk while he sat in the other. "First, we need the names of the parents, yourself and your wife, here and here." The doctor tells him pointing at two lines next to the words ' Father ' and ' Mother '.
The man writes down two names, ' Hisashi Midoriya ' and ' Inko Midoriya '.
"Next we need the two boys names, oldest first please." Hisashi nods and thinks for a second, remembering the names he and his wife picked, before writing them down. The first read ' Hijiri Midoriya ' and the second ' Izuku Midoriya '. "Finally, you need to put your signature here, and here. To prove you signed and approved the documents." Hisashi nods calmly as he signs in the allocated areas.
"And that is all. I'll fill out the last little bit of these and make a copy of their birth certificates for you. You should have them within a few hours." Hisashi nods again as a smiles breaks out on his face. "You can go back to your wife and children now. Congratulations, you are officially a father." Hisashi's smiles gets even bigger as he stands, thanks the doctor, and leaves the office.
Four Years Later
Aldera Preschool
A class of four year-olds watch one of their classmates in a circle as he produces small explosions in the palm of his hands, a big grin on his face.
"That's an amazing Quirk, Bakugo!" One of the teachers, male, says, smiling at the boy. Said boy looks at them with awe in his eyes.
"You'll be an amazing Hero with such a strong Quirk!" The female teacher continues. Bakugo looks down at his palms as the explosions continue and he grins at them.
Later in the day the kids were let out to play in the schoolyard under supervision. A lot of kids flocked to Bakugo who was showing off his Quirk to everyone, this included two brothers, one with dark green hair and freckles, the other with black hair and tanned skin.
The brothers smile in happiness while watching their friend have so much fun.
"I wonder if my Quirk will be cool like that!" The green haired boy says excitedly. Bakugo looks over and grins at him.
"No matter what your Quirk is it won't be as cool as mine, Izuku!" Izuku looks put off by this as his brother frowns slightly.
"That wasn't very nice." He simply says. Bakugo looks to him.
"What? It's true. My Quirk's the best!" Bakugo gloats and creates a larger explosion in his palm to emphasize his point. The black haired boy frowned again.
"What about All Might's Quirk?" He asks. Bakugo freezes and his smile drops slightly, then it comes back full force.
"I'll just have to be better when I'm older! That's it! I'll be the Number One Hero!" The black haired boy moves off followed by his brother. They make their way to the sand pit.
"Wanna build a sandcastle?" The blacked haired boy asks his brother who nods eagerly.
"Sure, Hijiri!" The two boys set to work and are making a little progress when suddenly the sand starts to glow a weird green. Hijiri looks confused at the sand while Izuku stares at the boy himself.
"Midoriya!" He looks up at the teachers. Seeing their shocked looks he looks down at his arms. He stares in shock at finding light blue and green fire dancing lightly over his skin. His brain reboots and he realises that his Quirk manifested. Shaking in excitement he tries to figure out what it does.
A minute passes before the fire goes out and the teachers sigh in relief at seeing him unharmed, then smile in excitement because of the new Quirk. Two Quirks manifesting in one day at a single school was rare, two powerful Quirks manifesting within a few hours was even rarer. They then watch as the fire reignites around Hijiri's right arm only.
This turns to even more excitement when the fire moves off his arm and starts floating lazily around his body. The boy's brother watches in interest as the fire starts moving more and more easily and quickly before disappearing. The class starts clapping when the fire vanishes, having enjoyed the display.
Soon Hijiri was bombarded with questions and attention much like Bakugo was. Bakugo walks up to Hijiri and starts talking excitedly with him about their Quirks and are soon joined by Izuku.
After a while Bakugo and Hijiri start showing off their Quirks again, with permission from their teachers.
Hijiri is standing in the middle of a circle of people and holds of his hands to his sides. Fires appear in his palms and start expanding in a circle around him until they connect and it slowing starts spinning around him while tilting slightly. Hijiri snaps his hands out and the fire moves to his palms again.
He then tosses it up and points at the fireball and starts moving his hand. The fire stops then starts moving in tandem with Hijiri's hand movements. The class watches mesmerized as the fire forms an infinity sign and starts spinning slowly before dissipating into the air.
" Awesome !" Multiple of their classmates yell in near unison before the break bell rings signalling the end of their break. The teachers start herding the children back into class as the two new Quirk users stare at their respective hands in wonder and happiness.

After School that day
Midoriya Residence
"Mom! Mom! Guess what!" Hijiri exclaims excitedly next to his mom with Izuku bouncing by his side in equal excitement. Inko Midoriya looks down at her two sons in amusement and a smile.
"What is it, Hijiri?" Inko laughs slightly when the two boys seem to become more excited by the second.
"I got my Quirk!" Hijiri exclaims happily. Inko pauses for a second before scooping up Hijiri in a hug and spinning him around.
"That's amazing, Hijiri! What does it do! Is it like mine? Or like your dad's?" Inko asks quickly as she sets him back down. Hijiri shakes his head the smiles widely as Izuku answers for him.
"He can make blue and green fire! He can also move it and other fires around! It's awesome! You should have seen it at school today! He burst into fire, then put it out and made some more, then moved that around him in a circle like a tornado! Then he let it go and made more later which he had in both hands then they linked and started spinning like this!" Izuku demonstrates by spinning and leaning from side to side. "Then he made it a ball and tossed it up and stopped it, then made it moving in the shape of an eight! It was awesome! I hope my Quirk is that cool!" Izuku says waving his arms around excitedly for added effect. Inko smiles at Izuku and pulls him into a hug and turns to Hijiri.
"Can you show me?" Hijiri nods happily and holds out his arm palm facing the ceiling. The blue and green fire appears in his palm, burning happily, the floats up and forms a circle which moves around slowly. "That's such a good Quirk! I know you can be an awesome Hero with it! Now, we just need Izuku's to manifest and we'll have two Hero's ready to save the world!"
" Yeah !" The two boys yell enthusiastically.
A Few Days Later
Quirk Doctor's Office
"I'm sorry, Mrs. Midoriya. Your son won't develop a Quirk."
Izuku's smile freezes in place as he drops his All Might action figure. His mom and brother look at the Doctor shocked. Izuku's heart felt as if it cracked at the announcement. The Doctor continues.
"With everything we know about Quirks, we found a simple difference between all Quirkless and Quirked individuals. The pinky toe, more specifically the number of joints. Your older son, who has a Quirk, has only one joint in his pinky toe, meanwhile your younger son, who is Quirkless, has two joints. This difference is seen in every case of Quirkless individuals everywhere around the world." The Doctor explains to the saddening family. "He can't be a Hero without a Quirk, I'm sorry."
"Thank you, Doctor." Inko says as she attracts Izuku's toy to herself and stands up with Hijiri, who gets Izuku to stand and exit with them.
Later that evening Inko and Hijiri watch Izuku who was seated in front of a computer screen rewatching All Might's debut. Inko enters the room as Izuku turns around to face her, revealing the tears streaming down his face.
"M-mom? Ca-can I be a Hero, too?" Izuku asks his voice shaking as he points to the now still picture of All Might. Inko feels tears run down her face as she embraces Izuku in a tight hug, sobbing into him. Tears start running down Hijiri's face as he vows to himself to always protect his brother.
"I'm sorry, Izuku. I'm sorry." Inko tells Izuku, still hugging him. Hijiri enters the room and joins the hug as tears slide silently down his face.
That wasn't the answer Izuku wanted. And it broke his heart again to hear it.
