Scarlet grabbed onto Ruth as their horses left the castle grounds as they head for the mountains. Since she didn't know how to ride a horse she had to ride with someone else and that someone else was Ruth Dragonblood the princess of Dragonshale and the next ruler. She was a master of magic and combat not as good as her brother but good enough.
The kingdom of Dragonshale was near the great mountains, being a kingdom of elves whose bloodline is very much connected with the dragons. The royal family had special abilities that would get stronger with each generation and the kingdom was ruled by women and the men served in the army which explained Ruth and Meliodis' situation.
