Claudius was yelling at the king at first but he could not help but whisper the last part because he felt so betrayed even though he knows that he has no right to feel betrayed because he was stupid enough to trust his biggest enemy in that situation.
He doesn't even know why he is scolding the king as if the latter is supposed to be faithful to him which is not right because they are enemies who are waiting for the time when they can kill each other… This is why Claudius should not be expecting the king to be loyal and not betray his trust which he should not have put in his majesty anyway.
He didn't control it. When he trusted the king he didn't even think of the trust that he had in him in the carriage.
