The only people who could wipe a vampire's memory this clean were witches since vampires couldn't compel one another, nor has there been a vampire with such an ability. Even Romulus couldn't achieve such feet, compelling their own. Perhaps, this was nature's way of creating balance because Romulus with such power would be unstoppable - imagining having the power to control even his own people. No one would be able to speak against him because he would control them like his puppets.
However, witches with their ability could wipe people's minds, whether humans or vampires. Even those with darker magic could control fellow witches. However, that was hardly heard of.
