Alicia was surprised by the reason Keiran said, at first she thought the vampires didn't attack the children to protect their blood stock, but she didn't think the vampire's reasoning was far from her guess. This means that what Billy said does represent the feelings of the children in the settlement.
"Are you surprised that children who are humans actually hate their own race?"
