There is a deal that the kingdom has made with one another and has been kept for the last century. One shall not harm even one citizen of another unless guilty of any crime where the current person is residing. If unfollowed and broken in any way, the kingdom of the person's race will have the advantage of waging a war on the kingdom that has caused the friction. In this case, Diva was right to say that it was war as the kingdom of White Capes has harmed one of theirs.
