The flyover project was under jeopardy as the government changed in the state and new politicians in power started looking into possibilities of making money, and the working agency was in difficulties. I couldn't do anything for them while matter got referred to Central Vigilance Commissioner who in turn referred the matter to the Central Bureau of Investigation, which started summoning my officers also, and I could hardly help. Our paperwork and dealings were clear but for delays we never bothered about the investigations which continued for almost two years. Quality checks on the construction completed was being checked by multiple laboratories and no deviations were found to the great surprise of CBI, result of my strict instructions and vigilant approach to the job, and I knew the agency which lost this project unceremoniously was also fishing in the troubled water. Patience and tenacity of my experienced leading person on the project could hold without any difficulty. I was summoned by the CBI after retirement to appear and explain on my decision making of the project, which I did without any protest, as I knew any smart move on the issue may complicate and project would be hanging for many more years, which was my dream order to start with and big push to the company morale. This country of ours believed in wasting huge resources, harassing working people for long without concluding the enquiry or proceeding fast, and one of the reasons was corrupt attitude and not assuming responsibility for decision, it being a large group participating decision where no specific person could be held responsible at any time. The sufferer was the deciding person with strong initiative and intention of doing good jobs, it was a peculiar work culture and legacy of British administrative system where all were assumed to be corrupt and thieves, which became so prevalent and all pervasive that many projects suffered for long. Later I was informed after many years that seize on Flyover was removed when NOIDA was in financial trouble along with our unit in Delhi, and this was a situation created as all centers in our company were made independent in accounting matters, and no transfer of funds was permitted without permission of Chairman and that too for a limited purpose of employee payments in extreme conditions. However, even now when I pass under the flyover I felt a sense of achievement and positive movement of the company, the foundation of which was laid by me and the project came out successfully, may be for some lesser earnings and a gift of our working system not being realized.
