Zendaya and Abrecan are the ones to break the curse. This was what Okiri told the merfolks and no one argued. The merfolk understood the curse shall be broken if Abrecan and Zendaya work together. However, the retired Kings and Queens couldn't just wait for Abrecan and Zendaya. The merfolks were getting sick and the children collapsing.
The Kings and Queens knew that they couldn't fold their arms. They had to do something and help the merfolks. While Abrecan and Zendaya would work together to break the curse, they decided to work together and find a way to cure the sick merfolks. They feared if they don't act then they may start to lose numbers of merfolks.
