Leaving Zhuan Yu passed out on his bed Fen Chang leaves his internal world and goes to Ma Tan to enslave the other leaders that should have had their punishment.

In front of Fen Chang are four men kneeling down at the front along with nine other men in the back and one female covered in tightly fitting black clothes to the side. They stare with reverence in their eyes as they look at Fen Chang waiting for their orders.
These people are the 4 other gang leaders along with their subordinates. They have just been enslaved by Fen Chang and are now being told their orders. "You all have the same order. Get me resources, get me talents, get me women. I want all of you to go back like nothing happened and then for all of you to secretly combine forming one large gang. Zhuan Yu will be your leader since she has the best brain out of all of you.
Then I want you to expand into the other cities and empires, while taking down other gangs. I also want you to harvest as many low-level beasts from the forest as you can. Set up traps and use baits in order to increase efficiency. I want the meat sent to the palace to be turned into rations for the citizens and the hide for clothes. The beast cores should they have any are to keep for other uses. Do you all understand?"
In sync they all reply "Yes master."
"Good off you go. As for the two who came with Zhuan Yu tell the people from your gang she will return within an hour. Say she had personal business to take care of."
With a nod of confirmation Fen Chang sent them all off to go fulfil their jobs. When they were gone Fen Chang left to go check on the city lords progress of gathering all the guards currently not working. He would them have them swap with the working guards after Fen Chang enslaved them.
Seeing the city lord had managed to effectively fulfil his orders he was impressed that the rat faced man managed to be useful. Fen Chang enslaved all the guards and gave them only one order, which is to do their job properly and ensure the safety of the empire and its citizens. He also added extra safety measures such as identity checks at all entrances and exits as well as patrols into the forest to check on the beast's status, he doesn't was a monster horde to suddenly attack after all.
It didn't take long for the second group of guards who were swapped out with the enslaved ones to arrive. Fen Chang swiftly copied the process he did last time and gave them the same orders.
He then sat down with the city lord and explained new ways of doing things and increasing the city's productivity as well as leaving a book which the city lord can read to be a better leader. Fen Chang had made many copies of these books which contain information on efficient farming, hygiene, increased security and many other subjects. He plans to give these to all leader figures in towns and cities.
Like this a few hours passed with Fen Chang doing work on improving the city. It was now early evening, so Fen Chang decides to do a check for treasures at the stalls then a check for talented orphans and pretty girls before going to sleep early ready to wake early in the morning to head off into the forest.

Early the next day Fen Chang wakes up at the crack of dawn ready to take full advantage of the day. Before he leaves, he does a quick check over if there was anything he forgot to do.
'Last night I managed to find a few herb seeds and even a chipped fang of a high stage 6 beast. It was only a small chip though so it's doesn't really have any uses. I then also manged to find 800 talented orphans which is much higher than expected. It seems because this place is so close to the forest many struggling parents leave their children to try their luck in the forest for money. But they end up dying leaving the child alone as an orphan.
Well, the 800 new army members are welcome. 150 of those 800 will be battle maids as they have looks as well as talent, while the rest will be ordinary soldiers since they are either males or not beautiful.
Then there are the women I found around the city. I managed to find 400 that meet my standards so for the ones with no family, they were kidnapped and enslaved with different memories. The ones with family's where offered the place to be a prince's maid and accepted since there family would gain lots of benefits. Those families seemed very happy that their daughters became my maids, I mean I did give them a bunch of gold and a new place to live towards the centre of the city. I also enslaved all of them to make it easier and make sure they don't tell people.
I could have just kidnapped them but I might as well try it the legit way and not have to fabricate the feelings using the slave seal. This way they would have natural feelings for me which are much nicer, though the ones who said no where kidnapped. But who cares?
Now I don't think there is anything left to do in this city as I already have the supplies and I did the other stuff last night… Alright let's head off, time to start my training.'
Fen Chang starts to run though the city jumping across rooftops to avoid people. Still dressed in his cloak and mask, Fen Changs identity is hidden and will protect him from people knowing who he is in case he makes enemies.
Once at the gate of the city, Fen Chang pulls out a map and starts heading towards the direction of the Blood Peaked Mountain Range. He could have followed the path to get there but Fen Chang using information he collected decided to avoid the more crowded area and went to a quitter area that hasn't been explored much.
Fen Chang sprinted with a steady speed towards the location he marked on the map. With each step a giant dent could be seen in the frosty ground beneath him. It toom him 2 hours to get to the marked location and Fen Chang could be seen sweating and panting out of breath.
'Man, these super heavy weights make it hard to move. Its good training though. I shall keep them on during my fights and only take them off when necessary, this should help me get the maximum experience from each fight. I'm currently stage 1 level 2 but due to my cultivation technique making my QI extremely pure and dense, plus my body cultivation I should have equal strength to a level 5.
With these weights on however my physical body will be much weaker and drain my stamina much quicker so I probably won't be able to fight level 4's. Though the biggest problem is that It would not only drain my stamina but also my QI as there are inscriptions that slow QI flow and in order for me to move efficiently and fast, I will have to use QI again.
For now, I should limit what I fight to the early level 1 magical beasts and stage 1 level 3 people. Once I get better and more experienced, I can gradually increase the difficulty.'
After taking a minute to gain his stamina back Fen Chang heads off into the forest to face his first fight.

Its been an hour since Fen Chang entered the forest. So far he hasn't come across any beasts, but he still keeps his wits about him. He has his ears listening for sounds of snow being trodden on, his nose of the hunt for blood, his eyes peeled for any shadows and all his other senses ready for attacks.
Fen Chang suddenly stops when he hears a *crunch* sound coming from his right behind a big bush. He takes out his scythe and gets in a battle-ready position as he hears multiple rapid *crunch* sounds coming from the same direction.
The sounds where constant and in pairs of 2 similar to when houses run. Except what put Fen Chang on guard more is that there where multiple pairs meaning multiple hostiles.
Fen Chang stood rooted in place focusing on the direction of the sounds while also keeping out for possible stealth attacks. His scythe in front of him with its large blade like a shield covering his front.
Within seconds a fast figure could be seen jumping through the bush charging towards Fen Chang. The alone figure was then swiftly followed by multiple other figures that are slightly smaller.
Fen Chang quickly recognised them as Wind Chasing Wolfs. They are known for their fast speed and high attack; they also hunt in packs.
Seeing the wolfs coming Fen Chang also starts to run forward, the wolfs are fast and if he stood still then he would only be able to defend, he needs momentum to be able to stand a chance.
'The front wolf seems to be the alpha, while the ones behind are the lackeys. I should aim for them first and whittle away at their numbers. The alpha is the strongest with strength equivalent to a stage 1 level 3 while the ones behind are equivalent to level 1 and 2's. There seem to be around 10 including the alpha.'
Knowing his first targets Fen Chang charges straight ahead with the scythe sprawled out to the right ready to be swung.
It only took a few seconds before they clashed. The alpha lunges with a large leap towards Fen Chang with its maws wide open trying to take a bite. Fen Chang pre-emptively sidesteps to the left since the wolf can't change angle mid-air.
The alpha fly's past Fen Chang and lands on the floor with a slide to slow its momentum. It turns to look back at Fen Chang with anger in its eyes. It then starts to charge again, but due to having to have stopped its momentum, it is nowhere near as fast as it was.
Fen Chang on the other hand was charging head first into the rest of the pack after dodging the alphas attack. The wolfs charge in with ruthless attacks. The closest wolf charges in with its claws to which Fen Chang lifts up his scythe and uses its blade to reduce its momentum by blocking its claws before slicing down towards its middle part.
The wolf using its instincts and remaining momentum manages to just dodge, but as its dodging Fen Chang lets go of the scythes handle slightly allowing it to cut further away.
The wolf got caught off guard but is unable to do anything as it watches the large scythe blade cut though its stomach like butter.
Fen Chang however doesn't have time to think about the dead wolf as the other 8 are lunging to attack him. The 8 wolfs attack Fen Chang simultaneously with their claws.
Seeing that there was no way to avoid some attacks he decides to minimize the damage and try get a few hits in. He grabs his scythe, stomps on the ground and puts all his strength to do a massive spin attack.
The razor-sharp scythe spinning with such force created a meatgrinder. The 2 wolfs that were attacking instantly got horizontally sliced in half. Due to having to go through 2 wolfs the spin lost lots of its momentum and wouldn't be enough to attack the remaining wolfs.
He brings the scythe blade close to him and has it pointing down covering his chest and stomach due to its large blade. This will allow him to avoid fatal injuries and only get flesh wounds on his arms and legs.
The wolfs attacks are here, their sword like claws dug into his flesh and rips away at his arms and legs.
Now covered in blood and in large amounts of pain, Fen Chang swiftly rises up scythe and swings behind him once the last 2 wolfs had attacked. This sudden attack behind him caused the 2 wolfs to still be in range because of their attack. A thin line appeared on the 2 wolfs chests and quickly slid open as their body was split into 2 parts.
Fen Chang looks at the remaining wolfs and the charging alpha. 'I have killed 5 out of 9 of the small fry. It seems to only take 1 swing to take them out but their speed and agility make them hard to hit. This will become a battle of attrition. I need to use myself to bait them in and tank the hits while also keeping some momentum by moving around to prevent them from bombarding me with attacks.
They will need to fully commit to the attack or they will be able to dodge. The alpha will be the most troublesome. I need to try and counter this attack or dodge it. Seems like this will be FUN!'
