There are easy ways to identify a person when they're in a state of shock. For example, they might jump in surprise or perhaps let out a small yelp. Maybe they'd hit you or launch a defensive attack. In Vatoly's case, he allowed valuable ingredients to hit the floor.
Vatoly's brain froze and so did his movements. His hands opened and allowed the ingredients to fall down onto the ground. On a regular day, he would never allow such a rookie mistake to happen because it'd ruin the quality of the ingredients. After all, a slight bruise on a flower could mean the difference between a poison or an antidote.
