Whether they evade or catch the bodies, the two would eventually choose the way that would give them more liberty to fight the First Prince, even if that entailed the death of the citizens.
Judging by the number alone, Tara and Sura wouldn't be able to catch all of the citizens and drop them to a safe spot on the ground. When one got right down to it, most of the citizens would fall to their death while the twins would be busy taking care of others. As an even greater consequence, the people below would have to bear the weight of the bodies on the collapse.
It wasn't as if they could elect those who they had to save. They didn't have the composure to make such a decision.
