Raiyen would have no control over Tomoe for the next few months because of the Ancient Relic's power. If the master of that Familiar were to expel it out from the Old Chapel, the Founder could not call that Familiar back again, which means that Raiyen nearly killed Tomoe.
And Tomoe had no way of finding the Old Chapel once he got kicked out. Mavislin was doing an errand in the Briton Domain while bumping into the Kitsune. The Valkyrie tried to ask Raiyen to withdraw the banishing Tomoe, but the Time Mage refused.
It ended with Gillian finding out what had happened and knocking the sense back into the Time Boy. Tomoe was free to return, but the bonds between master and Familiar were severed until Tomoe answered Raiyen's call to help Mavislin in the Albion mission.
However, back to the point before, Gillian was right to tell Mavislin and Z about his choice of putting down the victims. First, the victims of that incident could've been diseased, or the Husks were laying dormant. After all, they didn't know who the masterminds were as of that point.
Next was the poison that the victims had inhaled. The children didn't have much time to live because of the poison. The most they've got would be about a few more years. It wasn't lethal to Mages from the Pure One's Generation.
It was deadly to the Human Mages. Of course, Raiyen and Z couldn't afford to get ill from such minor things, especially since Z was doing a critical investigation at that time. But when the kids arrived at the Old Chapel, the poison in them had been nullified by the trip to the Mages' place.
Even with all the worst-case scenarios thrown at Mavislin, the Valkyrie was still adamant about keeping the kids alive. She was desperate to save anyone that went through that hell. But, stubborn as she may be, the Valkyrie had her reasons to do so.
As such, Mavislin was killing a few birds with one stone. First, those children who survived could live on their childhood within the confines of a safe space. This would come to be called Operation Orphanage, which Raiyen and Mavislin were doing.
"If I'd known about this, I would've protested against it! How could Gil deliver such a selfish request? And asking you, out of the six of us, to do such a terrible thing... It doesn't sit right with me," replied Baldwin, looking very conflicted.
The Angry Man was more confused than upset about his best friends' decision. A leader shouldn't be thinking like that... if he thought so, then the king would collapse. Each person has a strong trait and should be given a second chance. Because, if he'd not been given that chance...
The ex-leader of the Congregation would've indeed killed him in cold blood. Or worse, the Angry Man would've been consumed by his Element. And it was Gillian that talked Baldwin out of killing the rest of the humans.
Thus, it was so difficult for Baldwin to hear that his friend was going back on his words. But there's that hidden fact that Gillian was related to the coldest Mage of history. A person who ran the Congregation down into ruins. The man by the name of Old Man Pond.
"Easy on the anger, Baldwin. The Headmaster had a strong reason to ask me to put them down. He mentioned that the kids were too tortured to be of use within the normal village. The experiments broke the children's minds. At that point, he didn't know if these kids were going to have powers."
"This was before we began transporting the victims to the Old Chapel. The act of the transfer meant that Gillian had retracted his order of killing the victims. However, Ysabeau had an item that allowed Gillian to see whatever she was looking and the Headmaster thought the kids were dangerous."
"I was desperate to find another way since Gillian was thinking of tossing the victims back to civilization. Ysabeau tried her best to dissuade the Headmaster, but he reasoned that we didn't have enough time on our hands to care for so much. Nor resources to provide for them."
"It was then I proposed the idea of having an Orphanage. Creating one meant that these kids would be in a controlled environment without using too much of the Arks' resources. I was the one who planned to create the building, and I wanted to build it from scratch, but..."
"Raiyen and Tomoe had other plans and used the building we are working on right now. The Headmaster asked for a temporary place for the kids to stay, but after the gravity of the situation changed, I had to finalize what I was going to do with the children," explained Mavislin.
