In a world where superhero and supervillains run rampant, wannabe heroes spring up in all directions to curb the pandemic of villains. Organisations have been set up to directly support heroes financially and in terms of numbers. 
Pepper is no different. She was always different from the rest of the kids. She had a massive red birthmark on the side of her neck that resembled a flame. She was bullied relentlessly for this. Being diagnosed with social anxiety and PTSD has not made it easier for her. She hides from society, only appearing to go to school.
However, the only thing she shares with every other kid is that she always wanted to be a hero. A hero with the strength of a thousand men! But due to her frail build and lack of powers, she remains lackluster.
However, after a traumatic experience between her and a corrupted hero that nearly killed Pepper, she met face to face with death herself, conquering the basic human fear of death. 
Making a deal with evil incarnation, she's granted the power of Lucifer! In return, she is tasked to kill every hero.
