The unified colonial government collapsed, leaving behind a number of autonomous Cities half-gone underground and surrounded by giant domes. It's cold and relatively deserted, with the simplest things missing and everything constantly breaking down, but even in such harsh conditions there is a place for a thirst for power and the pursuit to overtake one of the greatest human fears.
