Zombies are the antagonists but there will be other fleshed out human antagonists that pose a serious threat to Operation Phoenix further into the story. You will get to see the moment at start when the outbreak happens till the Zombie apocalypse ends. The struggle Clayton Nord, as commander of Operation Phoenix, faces to ensure that most of the population of the USA survives through the apocalypse, a task that is almost impossible.
