After a thorough analysis of the consequences of the Compound-Z being released into the world, Clayton Nord forms Operation Phoenix to prepare the US for the possibility of a world wide zombie apocalypse. He does everything he can to make sure that some of human civilization survives through the crisis without losing all of humanity's progress over the years.
