To get into Genkai High For Heroes and Villains. It's a matter of having the confidence as well as the power. Izuku wasn't lucky at first; his power is off and on. Meaning it works sometimes and sometimes it doesn't. It does a great job making him look like a dick and giving his former best friend ammunition. So, Mr. Aizawa's first assignment is testing his class's power and Izuku makes the whole class fail. His new bully is a pain in the ass, Notta Risuto. Apparently, Katsuki hates him to.
Quirk is more of a slang term and more used by the kindergarten heroes but the adults say Ambiance and Notta has a bad air. Notta is a wendigo, he should really be classed differently. In fact, he isn't even supposed to be at school. It says so on the school bulletin.
