The war between the Short Fur, Furless and Long Fur Tribes lasted decades with sporadic fighting and stopping. The actions included raids for humans and resources or damaging each other's power. It was rare to see occupation of planets and expansion of territories.
The power of the tribes were quite evenly matched. The Long Fur Tribe was unable to guarantee that they could continue winning so they did not spend resources constructing on the battlefield.
The Long Fur Tribe's construction of infrastructure indicated they were occupying the planets that they had won.
