The Holy See had two methods of treating believers. The first was that a person could become a believer after being baptized, and the Holy See would not care about the purity of their beliefs. The second category only required pure believers. All the bogus believers would be exiled from the capital, so that the light of god would never descend upon these opportunists.
"Sikeqinyans" was the synonym for bogus believers. To obtain money, they could believe in the Lord of Glory, but they could also believe in the Dark Sky Devil. They also could always return to believing in the Goddess of Myers.
The Sikeqinyans were people who were good in learning lessons from the past and then using them to change the status quo. They felt that the average person was the main part of a nation, while the monarch was a symbol for uniting the people. When the Sikeqinyans invented the word "citizens", they were actually denying sovereignty and theonomy.
